Biography
Liu Haisheng, male, Han nationality, is a native of Huaide, Jilin Province. He was born in 1949, and attended the Provincial Party School.
Liu has held several Party leadership positions in Lindian county and Qiqihar city. He studied at the provincial Party School and later served as chief executive of Lindian county. In 1987, he began working for the Qiqihar Municipal Planning Commission. He later became director of the planning commission and ultimately, mayor of Qiqihar city. He later became deputy secretary-general of Heilongjiang Provincial Government. In 2003, he became vice-governor of Heilongjiang Province.
