Liu Guchang, male, Han nationality, is a native of Jiangsu Province. He was born in 1946, and received a university education. Liu is a distinguished diplomat, and he has been with the foreign ministry for over 20 years. He served as ambassador to Romania in the late 1990s, and he is currently deputy foreign minister.
