Liu Guanghe, male, Han nationality, is a native of Xiangtan, Hunan Province. He was born in 1944, joined the CPC in 1966, and graduated from the Forest Economy Department of Beijing Forestry College. During the Cultural Revolution, he served as a deputy schoolmaster at the May 7th Cadre School. Liu later was active in the Xunhua county Party committee and in the early 1990s he became deputy governor of Qinghai Province.
