Li Xiaoying, female, Han nationality, is a native of Shandong province. She was born in 1956, graduated from the Japanese department of Shandong University, and received a MBA. Li started her career in the department of shipping exports of the China National Foreign Trade Transportation Corporation in 1972. She became executive director of Sinotrans Limited in 1997.
