Li Jing was born in 1930 and is a native of Tengzhou, Shandong Province. He joined the PLA in 1946 and the CPC in 1949. He was commander of the naval air forceand awarded the rank of lieutenant general. In 1994 he was promoted to the rank of admiral. He was a member of the 14th CPC Central Committee.
