He Ning, male, Han nationality, graduated from Nanjing University of Post and Communications in 1983.
A veteran of the telecommunications industry, He was employed by the Jiangsu government bureaus for several years. He was deputy director general and then director general for the Jiangsu Mobile Communications Bureau. Following that position, he was made deputy director at the Zhejiang Posts Bureau.
He is the chairman and general manager at Jiangsu Mobile Communications Company Limited. In 1998, he joined the board of directors at the company.
