Fu Jianhua, male, Han nationality, is a native of Changtu County, Liaoning Province. He was born in 1958, entered the work force in 1976, joined the CPC in 1995, and graduated from Liaoning Technical University in 1982. He was Vice-Minister of State Administration of Coal Mine Safety from 2005 to 2011. From 2011 - 2012 he was Deputy Director of the State Administration for Work Safety.
From 2012 to 2014 he was Director of the State Administration of Coal Mine Safety and from 2016 to 2018 he was Deputy Director, and Deputy Secretary of Party Leading Group of the State Administration of Work Safety. In 2018 he became Vice-Minister of the Ministry of Emergency Management.
